Cannon, an architectural, engineering and planning firm in Grand Island, has appointed Paul Cannon and Kathleen Cartus vice presidents. Cannon handles marketing and business development in the company's major markets. He holds a bachelor's degree in marketing from Niagara University and a master's degree in business administration from Eastern Illinois University. Ms. Cartus is responsible for recruitment, training, career development and benefits, and compensation. Formerly director of human resources, she holds a bachelor's degree in finance from Canisius College and a master's degree in human resources management from the University at Buffalo.

Tony Mills International, the Lancaster-based master distributor of DP Brakes/Dunlopad motorcycle products, has named Larry Mills vice president. Mills will serve as principal contact with distributors, suppliers, dealers, the media, racing community, and with the company's manufacturing facilities in the United Kingdom. Larry Mills' father, president Tony Mills, will devote greater attention to international motorcycle tire consulting and related business opportunities.

Exolon-ESK Co., a manufacturer and distributor of raw materials for the abrasive, metallurgical and refractory industries, has named Melvin A. Dashineau quality assurance manager at its Tonawanda facilities. He formerly was manager of analytical services at Triebacher Schleifmittel in Niagara Falls. Dashineau holds a bachelor's degree in chemistry from the University at Buffalo.

Ferraro & Wright Inc., a West Seneca construction company specialing in piling foundations and shoring, has named Richard R. Radel to its management team. He formerly was vice president of engineering for Herbert F. Darling Inc. Radel has more than 35 years experience in underground and pile foundation construction.

Health Care Industries Association has elected the following new officers: president, William H. Burns, Jr., president of Biosight Inc.; vice president, Frederick G. Attea, a partner with Phillips, Lytle, Hitchcock, Blaine and Huber, and secretary, Michael Swart, vice president of legal affairs for MDS Matrix.

The Niagara Business Alliance has elected Stephen F. Brady, public affairs manager for Niagara Mohawk Power Corp., and Gerry A. Lee, vice president of Fleet Bank, to its board of directors. The group comprises Niagara County's chambers of commerce and several major businesses, serving as their voice on public policy and economic development issues.

Gardner Manzella Inc., a therapeutic services management company, has named Lynn Epstein and Diane Vavrinec speech pathologists. Ms. Epstein holds a master's degree from Kent State University and Ms. Vavrinec holds a master's degree from Geneseo State College.
