SHELTON ATTENDS SESSION OF NATO AS TOP SOLDIER

On his first day as the top U.S. soldier, Gen. Henry H. Shelton kept mostly in the background at a NATO meeting dealing with Bosnia and the alliance's planned expansion.

The four-star Army general assumed his duties as chairman of the Joint Chiefs of Staff at midnight Tuesday, replacing Gen. John Shalikashvili, who retired.

Shelton was sworn in during a private ceremony at the Pentagon and just hours later flew to the Netherlands for a meeting with NATO defense ministers.

He was seated near Defense Secretary William S. Cohen at the lengthy meetings.
