A woman who was walking topless around Goat Island Saturday afternoon spurred a flood of complaints to State Parks Police, but they were unable to do anything about it.

Officer Larry Sack asked the woman, who was described as between 30 and 40 years old, to cover herself because a number of tourists who were visiting the park had complained.

The woman refused to put on a shirt, saying she had the legal right to walk around topless, police said. She does, police said.
