Buffalo narcotics detectives, checking a house on Fargo Avenue that has drawn complaints of drug dealing, arrested a Rochester man Saturday evening and charged him with possessing 420 bags of heroin.
Pedro Serrano, 21, was seen coming out of a house at 382 Fargo with a paper sack shortly before 7 p.m., Detective Lawrence Sadlocha said. When Serrano saw the officers he ran back into the house and into the basement where he threw the bag into a corner, he added.
Sadlocha and Detectives Darnell Parker and Patrick Judge said they found two pit bulls and a Rottweiler chained up in the basement, where they arrested Serrano.
The detectives estimated the street value of the heroin at $10,000.
Arrests for crack possession were made earlier this month in the house after the local block club complained of drug dealing.
