A complaint to the Wyoming County Society for the Prevention of Cruelty to Animals left one man in the hospital and another in jail.
The SPCA received a call that someone in the Diprado family was excessively using an electric shock collar on a dog.
Raffaele Diprado, 23, of Park Street, Arcade, thought his neighbor had filed the complaint.
Police said they do not know who made the accusation.
At 8:30 p.m. Wednesday, police allege that Diprado forced his way into his neighbor's home and began kicking and striking the male homeowner. The man's wife attempted to stop Diprado and called 911, police said.
She ran outside and flagged down two members of the Arcade Fire Department who happened to be driving by. The firefighters attempted to stop the attack and called an ambulance while the police were responding.
The victim suffered numerous bruises to the head and body and a fractured rib, police said. He was taken to Bertrand Chaffee Hospital and later released.
Diprado was jailed in lieu of $2,500 bail and police are charging him with burglary and assault.
The SPCA is investigating the complaint.
