First Empire State Corp. has named Emerson L. Brumback executive vice president of its Retail Banking Division and a member of the company's management committee. He formerly was executive vice president-national retail distribution at Banc One Corp. Adam C. Kugler has been named executive vice president and treasurer and a member of the bank's management committee. He previously was senior vice president in M&T Bank's Treasury Division. Kugler is a graduate of Tulane University and holds a a master's degree in business administration from the New York University Graduate School of Business Administration. And, William C. Rappolt, executive vice president and treasurer, retired June 30. He will maintain his association with First Empire by working on special projects associated with the development of a consolidated aggregate risk management process. He has been with the bank since 1984.

Duchscherer Oberst Design, a Buffalo architectural and engineering firm, has hired Donald Grey as a project manager, Michael Manolitsas as a structural engineer, and Robin Coffey as marketing coordinator. A licensed architect, Grey formerly worked for another local architectural firm. He has 16 years experience as an architect. Manolitsas is a professional engineer. He holds a bachelor's degree in engineering from the College of Technology in Thessaloniki, Greece, and a master's degree in structural engineering from the University at Buffalo. Mrs. Coffey has more than 19 years experience in marketing in the Buffalo architectural and engineering community.

Daughters of Charity National Health Care System has appointed Julie M. Bargnesi to a three-year term on the board of directors of St. Francis Geriatric and Healthcare Service Inc. in Buffalo. She is a partner with the law firm of Damon & Morey.

Cameron Morton has been elected to the Niagara Frontier Industry Education Council board of directors. He is campus director/administrator for Bryant & Stratton Business Institute's Eastern Hills campus.

Crowley Webb & Associates, a Buffalo advertising and public relations agency, has named Jeff Patterson an assistant account manager. Formerly an intern in the public relations department, he holds a bachelor's degree in communications from Canisius College.

Pension Services of Western New York Inc. in West Seneca, a pension administration firm, and Kavanaugh & Bisesi, an employee benefits firm, have appointed A.J. Block as a pension consultant and sales associate. A chartered life underwriter and chartered financial consultant, he has more than 22 years of experience in sales and service of qualified plans and employee benefit consulting.

Rochester Community Savings Bank has appointed Peter A. Johnson a financial consultant at its Liberty Building office. Formerly associated with American Express Financial Advisors, he is a graduate of Plattsburgh State College.

Computer Consulting Services of WNY Inc. has named Andre Thomasula a marketing representative. Formerly the Northeast regional sales manager for Division Inc., he holds a bachelor's degree in mathematics from Niagara University.

Sylvia Marzullo has been awarded orthopedic board certification in physical therapy by the American Board of Physical Therapy Specialties. She is senior physical therapist at Amherst Orthopedic Therapy Associates.

PC Assistance Inc., a Cheektowaga computer consulting firm, has hired Aaron Shackelford as a networking technician. He previously was a technician at Osmose Wood Preserving Corp.
