LENGTHY HALT TO SETTLEMENTS UNACCEPTABLE TO NETANYAHU

Prime Minister Benjamin Netanyahu is unwilling to accept Palestinian demands for a long-term freeze of settlement construction, a top aide said today.

David Bar-Illan said Netanyahu has in the past offered a "token freeze" as a goodwill gesture.

Bar-Illan's comments came while Israeli Cabinet Secretary Danny Naveh was flying to Washington with so-called "bridging" proposals designed to resolve points of disagreement on U.S. proposals for restarting the talks. Details were not spelled out.
