Barrister Information Systems Corp. has appointed Mark J. Phillips vice president-sales. He previously was a sales and marketing executive with Digital Equipment Corp. Phillips holds a bachelor's degree in business administration and psychology from Fredonia State College and a master's degree in business administration from St. Bonaventure University.

The Buffalo Club of Printing House Craftsmen Inc. has named Kenneth J. Bubar "Craftsman of the Year." He is president of Boncraft Inc. and has been treasurer of the club since 1974.

Hollis Boss Agency Inc., a Grand Island insurance agency, has named Elaine M. Stephenson vice president of operations. She formerly was operations manager. Ms. Stephenson has more than 20 years experience in the insurance industry and has earned the Certified Professional Insurance Woman designation.

Eric Mower and Associates Inc. has appointed Susan M. Ratel a direct marketing account executive. She previously was an account executive for Sigma Marketing Group. Ms. Ratel holds a bachelor's degree in psychology from the University at Buffalo.

The Buffalo Convention Center Management Corp. has re-elected George F. Charley chairman for the third consecutive year. He is the former president and general merchandise manager of Kleinhans Co. Other officers elected are: vice chairman, David H. Gallagher (re-elected); secretary, Clinton E. Brown; and treasurer, Gladys K. Drewelow.

Phoenix Home Life Mutual Life Insurance Co. of Hartford, Conn., has promoted Douglas N. Winkler to director-brokerage sales and officer. Formerly an administrative manager, he holds a bachelor's degree in business from Fordham University. He is the son of Norm and JoAnne Winkler of Orchard Park.
