M&T Bank has promoted three assistant vice president to vice president-level positions.

Thomas F. Esposito has been promoted to vice president and pipeline manager in its residential mortgage department. He holds a bachelor's degree in business administration from Oswego State College.

Jill M. LaPenta has been promoted to vice president and manager of its secondary marketing department. She holds a bachelor's degree in finance from Canisius College.

And, Brian E. O'Connor has been promoted to vice president of its customer client and client services department.

The Buffalo/Niagara sales and Marketing Executives has named William McHugh its 1995 Executive of the Year. He is executive vice president of Independent Health and chairman of the board of directors of the Buffalo Philharmonic Orchestra. McHugh was honored for both his work with Independent Health and his leadership in helping the BPO restructure and strengthen its organization.

Lake Shore Health Care Center in Irving has named Dr. Junaid Hashim medical director of its Mental Health Unit. He will direct clinical services for the 20-bed, in-patient facility. He previously had a private practice in Princeton, N.J., and served as an instructor and consultant in the New York City area.

Buffalo Brokerage Support Inc., a Western New York agency representing life insurance companies for independent insurance agents, has promoted Kevin F. O'Connor to vice president. He has assumed ownership interest and has become a member of the board of directors.

The DeLeuw, Cather & Co. of New York Inc. has named Joseph M. Tocke regional intelligent transportation system program engineer for the Eastern region. He formerly was head of the New York State Department of Transportation's ITS/Mobility Section in Albany.

The Buffalo Service Credit Union has appointed Joseph M. Klimek president. He is manager of Lumsden & McCormick. Other officers elected are: vice president, Ronald Lonca; and secretary, Jerry Popalowski.

The Western Regional Emergency Medical System has named William K. Major to the newly created position of Wyoming Erie Regional Emergency Medical System coordinator. He is a graduate of Alfred State College and is a paramedic field supervisor for Town's Ambulance Service and a volunteer with the Holland Volunteer Fire Co.

Johnson & Johnson Professional Inc. has announced that Robert M. Scherer, northeast division manager, has been named 1994 Division Manager.

Coordinated Care has named Kristina Young and Dr. Luther Musselman co-chairpersons of the Prime Time Awards Luncheon. Ms. Young is vice president at Integrated Care and Musselman is director of medical education at Millard Fillmore Hospital.

The Federal Reserve System Retail Payments Group, based at the Federal Reserve Bank of Boston, has appointed Sally Green senior vice president and manager. A native of Buffalo, she resides in Lexington, Mass.
