Democrat Randi C. Kennedy, a Buffalo lawyer, today announced a challenge to Republican Legislator Brian D. Rusk of Amherst.

Ms. Kennedy, 36, becomes the first to announce a candidacy this year for the County Legislature.

A graduate of Oswego State College and Ohio Northern Law School, Ms. Kennedy criticized Rusk, saying he was "motivated by politics rather than the real concerns and needs of the families who live in the Town of Amherst.

"Since he has been in office, the incumbent has not introduced any major legislation," she said, "nor has he been in the forefront of any county
issue affecting Amherst residents."

She will wage an "issue-oriented" campaign, she said, centering around concerns such as roads, libraries and senior citizens.

Ms. Kennedy said she expects to receive the nomination of Amherst Democratic leaders.
