MAYVILLE -- Chautauqua County ended 1994 with a surplus. County Executive Andrew Goodell said Wednesday the fund balance is expected to grow by about $2 million.

He pointed to a small surplus in the Sheriff's Department, despite a loss in revenue linked to the late opening of a jail addition, where federal prisoners are housed.

State-mandated welfare and Medicaid costs dropped, Goodell said, resulting in a Social Services surplus of about $2.5 million. The cost of the handicapped-education program dropped for the second year in a row, resulting in a savings last year of $539,000.

He said sales-tax revenue exceeded the budgeted amount by about $2 million.
