FOY D. KOHLER DIES; CAREER U.S. DIPLOMAT

Foy D. Kohler, a career diplomat and the U.S. ambassador to Moscow from 1962 to 1966 during the height of the Cold War, died Sunday. He was 82.

Kohler was considered a member of the realist school of international politics, which emphasized the importance of military, economic and political power in world affairs.
