A developer is suing the state and several environmental groups for $15 million, saying they interfered with his plans to build a $95 million luxury condominium development in the Newburgh area.

Developer Alfred Liverzani said he was forced to sell the 102-acre parcel known as Sloop Hill to the state for less than its real value because of repeated, unsuccessful challenges to his development.

Liverzani said the state and environmental groups conspired to prohibit his rights as a property owner by filing a series of unsuccessful lawsuits that hurt him financially.
