The Teamsters lost their second bid to represent 7,200 cargo workers at USAir on Wednesday when a majority of workers didn't send in their ballots.

It was an all-or-nothing event for the Teamsters, who already represented about 2,000 USAir workers in Buffalo, Pittsburgh, Philadelphia and Boston. The vote means those workers will no longer be Teamsters.

The Federal Mediation Board, which counted the ballots, said out of the 7,200 USAir workers eligible to vote, the Teamsters received 2,475 votes, falling about 1,000 votes short of the number needed to win.
