Sevenson Environmental Services Inc. of Niagara Falls has not violated the state's affirmative action guidelines, according to company attorney Arthur J. Giacalone. An article that appeared in Monday's financial pages stated that in 1988 the state Department of Environmental Conservation withheld a $1.8 million payment on a $12.3 million contract for remedial work at Love Canal because Sevenson allegedly didn't make a good faith effort to hire minority subcontractors. After an internal investigation, the DEC found no evidence of discrimination and paid Sevenson in full.
