N.Y. HIGH SCHOOLS MAY DISPENSE CONDOMS

School Chancellor Joseph Fernandez said Monday he will propose that condoms be distributed on request to the city's 261,000 high school students -- without requiring parental consent or birth-control counseling.

Fernandez said in a memo to the Board of Education that he was asking its permission for the program because New York "is leading the nation in adolescent AIDS cases."
