Crowley Webb & Associates, an advertising agency at 37 Franklin St., has promoted David Buck to vice president and associate creative director. His account responsibilities will include Foster Grant eyewear, the World University Games Buffalo 1993 and Barnes-Hind contact lens solutions. He lives in Snyder.

Block & Colucci, a law firm serving upstate New York and southeast Florida, has named Carolyn Messana-Morrow a shareholder of the firm. She works at the firm's Western New York office and concentrates in banking, public finance, real estate and secured loan transactions. She is a graduate of the University at Buffalo and its law school.

The firm also appointed Margaret L. Noonan of the Chautauqua Bar Association an associate, and named Joseph F. Crangle, former chairman of the New York State and Erie County Democratic Committees, of counsel.

Comptek Research Inc., 110 Broadway, has elected Mrs. Ilse Ramsey treasurer. She joined the company in 1986 and most recently served as director of financial services. In addition to the treasury function, Mrs. Ramsey will oversee personnel in the accounting, finance and management information systems departments. She earned a bachelor's degree from Buffalo State College and a master's degree from the University of Colorado. She lives in East Aurora.

North American Co. for Life and Health Insurance of New York has honored Robert J. Hagner and Joseph S. Terranova as "General Agents of the Year." They are principals of the company's Southtowns Agency in East Aurora.
