The Canadian government introduced tough new gun-control legislation Tuesday, as promised after a gunman massacred 14 women at the University of Montreal last December.

Justice Minister Kim Campbell presented a bill to the House of Commons that would ban imports and the possession of fully automatic guns converted to fire in the manner of semiautomatic weapons. There will be a ban on large-capacity cartridge magazines, limiting them to five or 10 rounds, while military and paramilitary weapons also would be banned.

"This is not the United States, and I think Canada can be comfortable if they are assured they have a system that works," she told reporters.
