The Insurance Women of Buffalo Inc. has elected John D. Hoffman as its "Employer of the Year." He is president and chief executive officer of Warren-Hoffman & Associates Inc. in Niagara Falls. Employees of the insurance agency nominated Hoffman for the award and cited him for his "professionalism, honesty, integrity and concern for his employees and community."

Delaware North Cos Inc. has appointed Stanley R. Mills Jr. vice president, general counsel and secretary. He had held this position at Delaware North from 1977 to 1985, when he left the company to head law activities for Kelly Services in Troy, Mich. Mills rejoined Delaware North in 1989 as chief executive officer of the Europe Region, headquartered in London, England. He now will be based in the company's Buffalo headquarters. He is a graduate of Georgetown University and its law school.

Tavco Marketing & Media Inc., 4700 Genesee St., Cheektowaga, has named Anthony Taverna vice president of video services. He has been with the agency for the past six years and now will be responsible for coordinating all of Tavco's video production services. He lives in Cheektowaga.

Jack Adkins Chevrolet & Geo Inc. of Hamburg has named Mark Adkins fleet and lease manager. He succeeds Tom Creenan, who has been appointed new truck sales manager.

M & T Bank has promoted Teri S. Spevock and Jane M. Russo to banking officers. Ms. Spevock is a commercial banking officer in the Small Business Banking department. She is a graduate of West Virginia University and a resident of Hamburg. Ms. Russo is an assistant manager of the bank's Dunkirk office. She lives in Fredonia.

Empire of America Federal Savings Bank has named Mark D. Lachat, Timothy Ryan and Gregory R. Zilliox assistant vice presidents in its computer services area. Lachat supervises the applications technical programming group in computer services on the loan system. He lives in Cheektowaga.

Ryan is responsible for the accounts payable, human resources, fixed assets, item processing, and back office processing administrative systems at the bank. He lives in Lockport.

Zilliox's responsibilities include management of analysts/programmers, project management, systems design, identification and solution of system problems, and general applications management of Empire's deposit system. He lives in Grand Island.
