EI Architects and Engineers, an East Orange, NJ-based architectural, engineering and construction firm with an office in Buffalo, has named Michael F. Dlugosz vice president. He had been design manager. Dlugosz is a graduate of the University at Buffalo and is a resident of Grand Island.

Rochester Community Savings Bank has appointed Joseph K. Randle to head its new four-branch Buffalo retail banking operation. He has been promoted to vice president and district manager and also will serve as branch manager of the bank's office at 6850 Main St. in Williamsville. Randle formerly served as a vice president with Goldome Bank. He holds a bachelor's degree from Canisius College and a master's degree from the University at Buffalo.

In addition, the bank appointed managers for its three other new Buffalo branches. Rachel A. Adonis has been named bank officer and manager of the Sheridan/Delaware Plaza office in Tonawanda. She previously was an officer and branch manager with Goldome. Randie E. Kopf, a bank officer, will manage the West Seneca office. He had been an assistant vice president and branch manager for M & T Bank. Sharon M. Kalec, who will oversee the bank's Cheektowaga office at 2040 George Urban Blvd. in Depew, previously held officer and branch banking positions with Lockport Savings Bank and Goldome.

American Home Funding Inc., a Richmond, Va.-based residential mortgage lending subsidiary of the Rochester Community Savings Bank, has named Pamela S. Serafini vice president and manager of its new Buffalo branch. She had been vice president and sales manager of residential mortgages for the Western Region at Chase Lincoln First. The company also named Patricia J. Mountain and Frank J. Sardina loan officers in the Buffalo office.

The University at Buffalo has appointed Dr. Yi-Han Kao the 1990-95 professor of materials physics at its Center for Electronic and Electro-optic Materials. A UB professor of physics and astronomy since September 1989, Kao was on the faculty of the State University at Stony Brook for 26 years. He earned a bachelor's degree from National Taiwan University, a master's degree from Oklahoma State University, and a doctorate in physics from Columbia University.

Citibank has announced that Jeffrey Landers, assistant manager of the Delaware Avenue branch, has received the "Citicorp Service Excellence Award." He is a graduate of the University at Buffalo and a resident of Alden.
