A memorial service for Jack D. Allen of the Town of Collins, for 32 years a safety officer at Gowanda Psychiatric Center and chairman of the Collins Republican Committee, will be held at noon Thursday in Immanuel Lutheran Church, Gowanda. Burial will be private.
Allen, 54, died Sunday (May 28, 1989).
Born in Allegany, Allen lived most of his life in the Gowanda area. He graduated from Gowanda High School and later attended Dunkirk Vocational School before he was employed at the Psychiatric Center.
He lived for about 15 years in the Town of Persia and had been a councilman until he moved into Erie County.
He was the center of a dispute early in 1988 after having been elected a justice in the Town of Collins. Although local election officials assured him that his role as a peace officer on the Psychiatric Center grounds did not constitute a conflict of interest with prospective judicial duties, the state Office of Court Administration found otherwise and invited him to resign either his job or his newly elected office. He chose to retain his job.
As town chairman, Allen was a member of the Erie County Republican Executive Committee. He also belonged to the Gowanda Kiwanis Club; the Loyal Order of Moose; Phoenix Lodge, F & AM, and the Gowanda Rifle Club.
He is survived by his wife, the former Betty Rothfuss; three daughters, Cathleen Allen-Beruffy of Shephardson, W. Va., Julianne of Radford, Va., and Laura Wygant of Gowanda; two sisters, Twila Kniese of Collins and Mary Green of Largo, Fla., and a grandchild.
