Vehicular manslaughter charged in deaths of Salamanca supervisor, wife

A New Albion man has been charged with two counts of second-degree vehicular manslaughter in the deaths Friday evening of Salamanca Town Supervisor Michael Phillips and his wife, Donna, the town clerk-elect, the Cattaraugus County Sheriff’s Office reported Sunday.

Kevin L. Donaldson Jr., 27, of Leon Road, near the Village of Cattaraugus, also was charged with driving while intoxicated. He was arraigned late Friday night and sent to Cattaraugus County Jail in lieu of $20,000 bail pending an appearance in Salamanca Town Court at 6 p.m. Monday.

The couple was walking across Route 353 and North State Street en route to the Town Hall, when they were struck by a car at 5:37 p.m. Friday. They were pronounced dead at the scene.
