Why didn’t feds intervene to help addicted doctor?

I do not understand the federal government. Instead of arresting Dr. Paul T. Biddle when they first discovered he was ordering 23 prescriptions out of Florida.

Why didn’t they arrest him, immediately. No, they wait four years, encouraging him to get deeper into his addiction! This is ridiculous. Dr. Biddle was a complete professional. He gave me spinal injections for seven years, giving me the ability to walk and function. If they arrested him four years ago, he would already be out of rehab, and living a clean and sober life.

So, thank you feds; for ruining this man’s career and the help he gave so many.
