Man is pepper-sprayed, slashed on cheek and pursued at Elmwood arts festival

A Chautauqua County man was arrested after police say he attacked a person he suspected of attempting to steal from a stand at the Elmwood Avenue Festival of the Arts on Saturday afternoon.

Buffalo police said the incident occurred at 4:30 p.m. at Elmwood and Auburn avenues. Steven E. Taylor, 47, of Forestville, is accused of pepper-spraying the victim and cutting his right cheek with a box cutter. Police said the victim ran down Auburn to his vehicle, which was parked at Auburn and Ashland avenues.

Police said Taylor pursued the victim, pepper-sprayed him twice more, and tried to prevent him from getting into the vehicle. Taylor is accused of slashing the two rear tires of the victim's vehicle.

Police said Taylor was caught hiding on a porch in the 600 block of Auburn. The charges against Taylor include assault, unlawfully possessing a noxious material and harassment. The victim was taken to the Buffalo Veterans Affairs Medical Center for treatment.
