'Suspicious' behavior draws closer look, then arrest

Police couldn't help notice that Paul R. Kowalski Jr. was acting a little suspiciously when they saw him on South Ogden Street near Mineral Springs Road about 5 p.m. Saturday. That made them suspicious, and that led to Kowalski's arrest for alleged possession of burglar tools.

After Kowalski, 44, of Greene Street attracted the attention of Buffalo Police officers, they inspected the black duffel bag he was carrying. The bag allegedly contained a pair of bolt cutters, a screwdriver and a quantity of copper, possibly taken from a cellphone tower, according to an arrest report.

Kowalski remained in custody at the Erie County Holding Center Sunday.
