Man admits rape of fellow tenant at Niagara Falls senior housing complex

LOCKPORT - A resident of the Wrobel Towers housing complex in Niagara Falls pleaded guilty Thursday to raping a woman who also lived in that Niagara Avenue high-rise apartment building.

Thomas M. Bailor, 57, did not wait to be indicted before accepting a plea offer to a reduced charge of attempted first-degree rape. He faces as long as 15 years in state prison when sentenced June 22 by Niagara County Judge Matthew J. Murphy III.

As the 62-year-old victim looked on, Bailor said he had been drinking beer before he entered her apartment in the 13-story building and raped her Feb. 7.
