Tax reform should not impoverish middle class

What was David Brooks advocating in The News on April 2, concerning tax reform? What did he mean by “Most rich nations today combine consumption taxes and a low corporate rate”? Is a consumption tax a substitute for income tax, or is it a new tax on whatever I buy, in addition to the other taxes I pay?

Surely a tax reform bill will not completely impoverish the middle class so that businesses can thrive, or is that now the newest recommendation?
