Rhode Island Street man arrested for arson at neighbor’s house

A 25-year-old Rhode Island Street man was arrested late Tuesday afternoon after allegedly slugging a neighbor woman and trying to burn down her house in the 100 block of their street during what police said was their latest argument.

David Toe was charged with second-degree arson for allegedly setting fire to drapes that his victim managed to extinguish; first-degree reckless endangerment and third-degree assault for allegedly pummeling the woman; second-degree harassment and endangering the welfare of a child for allegedly scaring her two young children.
