‘Serial’ Buffalo criminal pleads guilty to bank and store heists

A 41-year-old Bailey Avenue man described by acting Erie County District Attorney Michael J. Flaherty Jr. as a “serial burglar,” has pleaded guilty to three store burglaries and a Buffalo bank robbery, all committed late last August. Carmen J. Riggs was remanded by Erie County Judge Kenneth F. Case pending his May 6 sentencing when he will face a state prison term of up to 28 years, according to Flaherty.

Riggs pleaded guilty to third-degree burglary charges for burglaries at the Delta Sonic car wash at 2590 Delaware Avenue last Aug. 21, the Corner Store at 630 Colvin Avenue last Aug. 24 and Carmen’s Auto Store at 1460 Niagara Street last Aug. 25. He also pleaded guilty to stealing more than $1,700 at the M&T Bank branch at 788 Tonawanda Street last Aug. 27. The district attorney credited the investigative work of Buffalo Police Detectives Pamela Harris and Amy Frankel for linking Riggs to the four crimes.
