Suspect choked and threatened his neighbor

A 20-year-old Niagara Street man was arrested on felony and misdemeanor charges early Wednesday after he allegedly choked and threatened a neighbor during an argument.

Carlos Rivera was charged about 1:30 a.m. with a felony count of third-degree criminal mischief, criminal obstruction of breathing and second-degree harassment. His alleged victim told officers that Rivera broke the doors to her residence, punched several holes in her walls, choked her and threatened to harm her.
