Condemnation, demolition advised for 2 vacant homes in Depew

Depew village officials recommended at Monday night’s meeting that two deteriorating vacant homes be condemned and demolished.

A single-family home at 200 Bryant St. and a three-family home at 4639 Broadway were the focus of a required public hearing before the Village Board. The homes are owned by Allen Sisson of 3419 Broadway, Cheektowaga. He attended the hearing with his attorney but did not speak.

The village now sends official notice to Erie County officials to determine whether the county has any interest in the properties before the village could ultimately decide to demolish the homes.

The hearing was part of a continuing process by the village to address 16 properties, in all, that are recommended for demolition and could easily cost the village at least half a million dollars.

Earlier this summer, the village acknowledged that it could not afford to handle all of the homes but wanted to start making a dent in the problem. Many of the properties have become magnets for juveniles and criminal activity.

Afterward, village Code Enforcement Officer Anthony Fischione said the village will need to prioritize the properties. About five of the 16 are on a county list for tax foreclosure.

Resident Angelo G. Mineo, who lives next to the Bryant Street home, told trustees that conditions at the property are no longer tolerable. “It’s time to do it. It’s just getting way out of hand,” he said.

Mineo has had to increase his insurance coverage because the neighboring property is what he termed “a fire trap,” he said, and extermination services also have had to be performed there.

Fischione described the Bryant Street home as unsafe. An Aug. 4 letter from Village Administrator Elizabeth C. Melock to Sisson stated that he delayed remediation of the property even after court appearances. The village instructed Sisson to make the home safe and correct all state building code violations. Another Aug. 4 letter to Sisson from Melock addressed his property at 4639 Broadway and noted parallel issues at the Bryant Street home.

The board also:

• Agreed to advertise for bids for the village’s 2014-15 sidewalk project for Suffield Avenue and Marengo and Kokomo streets. The county has awarded $100,000 to the village in community-development funds to use toward the work.

• Approved a $130,000 bond resolution to buy a wheel loader that Melock said would be used, in part, to remove snow and pick up heavy tree stumps and debris throughout the village.
