A 23-year-old Niagara Falls man who identified himself as a Buffalo police officer ripped another man’s shirt while inside a Chippewa Street bar early Sunday morning, according to Buffalo police.

The Niagara Falls man is not a police officer. But the man whose shirt got torn is, according to police.

Police Officer Garrett O’Neill was off duty when the incident occurred, police said.

Russell Jackman III, of Macklem Avenue, announced while at the Indulge Bar, 49 W. Chippewa St.: “I’m a Buffalo police officer,” adding no one was going to mess around with him, according to Buffalo police.

Jackman was arrested about 3:25 a.m. and charged with criminal impersonation and criminal mischief. Jackson was also charged with trespass because he was asked to leave several times but refused to go, police said.
