NIAGARA FALLS – A repairman sent to check on the vacant Niagara Falls Board of Education Building at 607 Walnut St. Wednesday morning discovered the basement flooded with more than 3 feet of water – the result of the theft of copper pipes.

Police said the copper pipes were worth $3,000. Also stolen were water meters, worth $3,000, and door latches and bars, leaving the doors to the building unsecure, police added.
