Prominent doctor pleads guilty to defrauding Rochester hospital

A prominent pediatric anesthesiologist has pleaded guilty to conspiracy to commit mail fraud after a federal investigation into his billing practices, U.S. Attorney William J. Hochul Jr. announced Tuesday.

Dr. Doron Feldman, 54, of Williamsville, defrauded the University of Rochester Medical Center of approximately $1.46 million from Sept. 2007 through Dec. 2009 by submitting fraudulent invoices for services he never performed, Hochul said.

Co-defendant Debra Bulter, an administrator in the Department of Anesthesiology, approved payment of the fraudulent invoices, Hochul said. Bulter pleaded guilty in July to federal fraud charges and is awaiting sentencing.

Feldman is affiliated with CGF Anesthesiology Associates in Buffalo and was a leading and very public advocate for keeping Women & Children’s Hospital a separate, free-standing facility during the debate over its future.

Feldman faces up to 20 years in prison, a $250,000 fine or both when he is sentenced Sept. 24 by Judge Frank P. Geraci Jr. in Rochester.
