Lockport school budget lays off 5, raises taxes to the tax cap

What you need to know: Voters will decide on a budget that lays off two teachers and three speech pathologists while raising taxes to the tax cap. Six retirees won’t be replaced, including two teachers, and two other teaching jobs will be cut from full time to part time. The district also will ask voters to decide whether to sell a closed elementary school to a health club and will seek their opinions on a future veterans tax break.

Candidates (Elect 3):

• David M. Nemi (i), 56, a business professor at Niagara County Community College and current board vice president, seeking his fourth term.

• Jon A. Williams, 67, a professor of public communication and speech at NCCC and a former two-term trustee who was defeated last year.

• John D. Craig, 52, vice president for education and outreach at WNED.

Total budget: $86,328,656, up 3.93 percent.

Percent of budget from property taxes: 41.75 percent.

Percent of budget from state aid: 49.11 percent.

Tax levy (total amount to be raised through property taxes): $36.04 million, up 2.26 percent.

Tax levy increase allowed under tax cap: 2.26 percent.

Property tax rate per $1,000 of assessed value: $25.93, up 2.1 percent.


• Establish a capital reserve fund with a 15-year term and a limit of $10 million, into which the Board of Education may decide to place surplus funds at the end of each year, if there are any surplus funds.

• Approve the sale of the closed Washington Hunt Elementary School for $65,000 to Ultimate Physique, a Lockport health club, which intends to move its business there.

• Approve a nonbinding advisory referendum on whether the district should institute a partial school tax exemption for military veterans, effective next year. The final decision would remain with the Board of Education.

Polls open: Noon to 9 p.m. in 1st Ward at Lockport High School, 2nd Ward at Board of Education Building, 3rd Ward at Anna Merritt Elementary School, 4th Ward at Charles Upson Elementary School, 5th Ward at Roy B. Kelley Elementary School and the towns of Lockport, Cambria and Pendleton at Lockport High School.
