Why are cars allowed to block the sidewalk?

The Church Street exit of the Niagara Thruway is one of the gateways to the city. When I come off the ramp and stop at the light, all I see are cars and motorcycles parked behind the Holding Center on the lawn and blocking the sidewalk on Lower Terrace.

Are there special rules for the sheriff’s staff or can I park there, too, and avoid the parking fees? Seems fair to me. Let’s spend some of my tax dollars and clean it up and all go by the same rules.
