Man accused of trying to strangle woman

A 37-year-old Highgate Avenue man was arrested late Wednesday morning for allegedly trying to strangle a neighbor woman during an argument.

Kenneth J. Garland was charged with attempted strangulation, third-degree assault, harassment and obstruction of governmental administration after allegedly giving the woman a black eye, trying to choke her with an electrical cord from a fan and causing her to suffer a broken big toe on her right foot during an argument in his flat and then arguing with officers about 11:30 a.m.
