The City of Tonawanda Police Department promoted two veteran officers during a recent ceremony in City Hall, Chief William Strassburg announced.
Lt. Fredric Foels was promoted to captain, heading the patrol operations. A 31-year veteran of the department, Foels served as a lieutenant in the records section and placed first in the Civil Service test for captain.
Officer Kevin Ulmer, who placed first on the lieutenant’s test, was promoted to lieutenant. The 10-year veteran will be a patrol lieutenant in the relief circuit. Both promotions took effect Friday.
