ALBANY -- Robert Ward, a respected scholar and practitioner of state government, is joining state Comptroller Thomas DiNapoli's inner circle.
The comptroller said Ward, the deputy director of the Nelson A. Rockefeller Institute of Government in Albany, will become his new deputy comptroller of budget and policy analysis. The jobs pays $150,000 annually.
Over the years, Ward has been one of this town's best students of the kabuki-like ways of the budget and legislative process. Before his Rockefeller Institute position, he worked for a think tank affiliated with the Business Council of New York State and as a top staffer on the Assembly Ways and Means Committee. For two decades, he was a reporter and editor with the Knickerbocker News, a now-closed daily in Albany. He is the author of New York State Government.
Ward is a Syracuse University graduate. His new job, which includes analyzing the condition of the state budget and overseeing the issuance of government debt, begins April 12.
