Wendel Duchscherer Architects and Engineers of Amherst appointed Scott R. Neal and Joseph A. DeFazio principals. Neal, who received his architectural degree from the University of Illinois at Champaign-Urbana, has 17 years of design and project management experience. DeFazio, an expert in energy conservation management, has been instrumental in the design and implementation of energy conservation projects across New York state for more than 15 years. He holds a master's degree in engineering from the University at Buffalo.

URS Corp., a engineering firm, promoted Jack Wilcox to vice president at its Buffalo office. Wilcox, with the firm since 2002, has 30 years of industry experience. He is a graduate of Purdue University.

Independent Health, an Amherst-headquartered health plan provider, named Tim Foster senior sales director and Susan Prosser director, underwriting. Foster was most recently senior director, corporate sales and administration for HealthNow. He is a graduate of the University of Miami, holds an MBA from Canisius College and earned a health care consultant certificate from Purdue University. Prosser was most recently director, underwriting at Health Net of the North East in Shelton, Conn. She is a graduate of Sacred Heart University in Fairfield, Conn.

Snyder Corp. named Kathi Crowley director of marketing. Crowley was the director of education for the Alzheimer's Association, WNY Chapter and now serves on its board of directors. KPMG, a national audit, tax and advisory firm, appointed Dale McKim III partner in the firm's Buffalo office. McKim, a CPA, joined the firm in 1999. He provides audit services to financial services clients throughout Upstate New York. He earned a bachelor's in accounting and finance from the University at Buffalo.

Bond, Schoeneck and King appointed Patrick J. Maxwell a member and Scott M. Philbin and Stephen A. Sharkey senior counsel in the law firm's litigation department in the Buffalo office. Maxwell was previously the managing shareholder of the Buffalo office of Buchanan Ingersoll and Rooney. He is a graduate of Middlebury College and Florida State University College of Law.
