GROUP ASKS STATE TO PAY FOR SCHOOL UPDATES

On the eve of a court panel's crucial report, a prominent budget watchdog group said Monday the state should foot the bill for added spending ordered to improve New York City's schools.

"The state, rather than the city of New York or local school districts, should be responsible for raising whatever additional funding is necessary," said the report from the New York City-based Citizens Budget Commission.

The Citizens Budget Commission report came out one day before a court-appointed panel is to present its recommendations on how officials should comply with a landmark 2003 court ruling that New York City school children are not receiving a "sound basic education" as required under terms of the state constitution.
