Miss Bilger, 71, died Friday in her home in Mesa, Ariz.

Born in Buffalo, Miss Bilger graduated from E.J. Meyer Memorial Hospital School of Nursing in 1955 and from D'Youville College in 1964.

Her nursing career took her from the Erie County Health Department to a position as public health supervisor for Buffalo's public and parochial schools, and then to public health supervisor of the county's well-child clinics.

A Eucharistic minister at St. Leo's, she was a tireless volunteer in the community.

Miss Bilger retired to Mesa with her twin sister, Joan R.
