A Bronx couple, arrested 13 years ago after chaining their crack cocaine-addled daughter to a radiator in a bid to keep her off drugs, lost their $900,000 wrongful arrest suit against the city.

Eliezer and Maria Marrero sued the city after their September 1991 arrest in a case that generated national attention, including a Time magazine article headlined "The Urban Jungle." But a Bronx jury, after hearing a month of testimony, deliberated just two hours before ruling this week for the city, said the New York City corporation counsel's office.

Charges against the parents were dropped two months after their arrest when the Marreros received counseling and their daughter agreed to enter a New Hampshire rehabilitation clinic.
