Driver hits patrol car, is arrested

A Hinsdale man was taken into custody on felony drunken driving and other charges after his vehicle struck a Cattaraugus County sheriff's patrol car Saturday in the Town of Humphry.

Deputies report that Duane A. Schwab, 38, was parked on Five Mile Road between Ford Hollow and South Cooper Hill roads and was asleep behind the wheel shortly after 2 a.m. Saturday. When Schwab awoke, he backed his vehicle into the sheriff's patrol car, according to police.

Schwab was charged with parking on the pavement, open container, unsafe backing, felony driving while intoxicated, felony aggravated unlicensed operation and refusing a breath test.

Naples notes more problems at ECMC

Erie County Comptroller Nancy A. Naples said a follow-up audit of Erie County Medical Center's consultant service contracts and physician contracts shows the medical center has not fully implemented prior audit recommendations.

"Our review disclosed that while management of ECMC has implemented some of the recommendations contained in our 1996 report, other recommendations have only been partially implemented," Naples said.

In reviewing 36 professional, technical and consultant contracts, Naples found that 25 contracts were executed without prior approval of the ECMC board of managers; 13 agreements had no written contracts on file; and copies of 28 contracts were not forwarded to the comptroller's office, as required by the county charter and code.

A review of 58 physicians contracts showed that 11 new contracts were approved by the board of managers after the start of the contract term; 21 contracts were not approved by the county attorney; and 18 contracts were not forwarded to the comptroller's office.

In addition, Naples said, there were discrepancies in the way the medical center followed request-for-proposal procedures in obtaining services.

Seniors offer help with tax forms

Assistance with filling out tax forms will be provided by the American Association of Retired Persons in the Lake Shore Library this month and next month.

The tax help will be available from 1 to 4 p.m. Wednesday, Feb. 21, March 7 and 21 and April 4. The library is at 4857 Lake Shore Road, Town of Hamburg.
