The Federal Reserve Bank of New York appointed John E. Friedlander a director of its Buffalo branch. He is president and chief executive officer of Kaleida Health in Buffalo. He will complete the unexpired term of Louis J. Thomas, director of District 4, United Steelworkers of America.

The Professional and Businessmen's Association named Dennis S. Oniszczak its Man of the Year for 1999. A broker/associate with Stovroff & Potter Real Estate, he served on the association's board of directors, was president in 1995 and 1996, and served in other various capacities.

KeyBank named Sally A. Myers of Jamestown vice president of its Lakewood KeyCenter.

Community Investment Services Inc. in Olean appointed Candace Kowal operations manager and financial service representative. She is responsible for the company's operations statewide and manages the sale of nondeposit investment products in the Gowanda branch of Community Bank.

Susan Warren Russ, executive director of Leadership Buffalo, was chosen as a participant in the Harvard University program, Leadership for the 21st Century: Chaos, Conflict and Courage.

The Elmwood Health Center, a primary and specialty health care facility in Buffalo, named Robert Wroblewski of the Town of Tonawanda its director of clinical services. He is a registered nurse.

M & C Leasing, a national equipment leasing company with corporate offices in Buffalo, appointed Brian Gallo vice president of operations. TVGA Engineering, Surveying in Elma promoted Mark J. Armbrust and Kenneth M. Wojtkowski to project manager. Armbrust is a civil engineer specializing in transportation and traffic engineering, and Wojtkowski is a structural engineer specializing in bridge and dam design. The firm also hired Robert R. Napieralski as environmental project manager, and Kristopher J. Winkler as engineer.

Roberts-Gordon, a Buffalo manufacturer of gas-fired infrared heating equipment, promoted Ismet Lilic to marketing specialist. He is responsible for the company print shop, trade show equipment coordination and preparing layout drawings for customers. The company also appointed Daryl L. Coleman sales administrator U.S. and Non European Export.

Hyatt Regency Buffalo appointed Patti Deil director of catering/convention services. She also will head the hotel's Meeting Concierge program.

The Buffalo Chapter of the Society of Financial Service Professionals elected John C. Moshides president. Other officers: vice president, Brian Jensen; secretary, Anthony Blasting; and treasurer, Christopher Flynn.
