DON'T CALL 911 UNLESS IT'S AN EMERGENCY

I'm writing in response to Mayor Masiello's recent statement about illegal dumping in the city. He urged residents to call 911 if they see anyone illegally dumping. I can't believe that the mayor, of all people, is telling citizens to use the 911 system for something it was not intended for.

The 911 system was set up for emergencies only. Someone dumping garbage can hardly be considered an emergency. How would the mayor like it if he had to call 911 in an emergency and found out that the operator was busy with an illegal dumping call?
