Cardinal John O'Connor will mark his return to Mass today at St. Patrick's Cathedral by announcing a new church-labor outreach program for New York's immigrant workers.

O'Connor, 79, released last week from Memorial Sloan-Kettering Cancer Center following a 10-day stay in which doctors removed a small tumor from his brain, will announce the creation of a Commission for the Dignity of Immigrants, a joint venture of the Catholic Archdiocese and the city's labor unions.

The commission will become a clearinghouse for efforts by both the church and the unions to help immigrants overcome "exploitation, discrimination and abuse," said Brian McLaughlin, president of the Central Labor Council.
