A city man is being held in Chautauqua County Jail after police said he assaulted an officer and threatened another man.
Richard Welch, 25, of Barrows Street, was charged with second-degree assault, menacing, and resisting arrest.
Officers said they were called to 340 Allen St. early Saturday on a complaint from Thomas Pintagro of Celoron that Welch had threatened him with an ice pick. Police said that when Officer Eric Greene arrived and tried to stop Welch from fleeing, a struggle ensued, and Welch hit him with a spike collar.
Greene received three puncture wounds in the arm from the three-inch spikes, according to police, who said he was treated in WCA Hospital and released.
Welch was arraigned and sent to the jail in Mayville, with bail to be set on a recommendation from the district attorney's office.
