$4.59 MILLION REQUESTED IN CULTURAL FUNDS

The county's Cultural Resources Advisory Board is requesting $4,590,650 from Erie County for 45 organizations in the coming year, including 20 recommended for increases, seven for decreases and 11 for the exact amounts the groups seek.

The review panel also recommends $100,000 for a Cultural Incentive Funding Program, to assist small to mid-sized agencies -- particularly those serving minorities -- reach fiscal stability.

Recommendations for the big-five culturals echo appropriations from last year: Zoological Society of Buffalo, $1.2 million; Buffalo Society of Natural Sciences, $970,000; Buffalo Philharmonic Orchestra, $634,500; Albright-Knox Art Gallery, $500,000; and Buffalo and Erie County Historical Society, $400,000.

Four first-time applicants are recommended in the four-figure range: Amherst Museum, Buffalo and Erie County Botanical Garden Society, Polish Arts Club of Buffalo and Summerfare Theatre.

Two agencies, one previously funded, are recommended for no funding. Two requests are going to the county executive and Legislature without recommendations for specific sums.

Shea's O'Connell Preservation Guild wants $100,000 as the first of five annual installments that would add up to $500,000. The aim is "to stabilize its operations as it implements if its multimillion-dollar backstage capital improvement."

The advisory board describes another $100,000 request by Just Buffalo for ArtSPACE, a shared space for several groups, as important.

Mark E. Hamister, advisory board chairman, said the Buffalo Philharmonic Orchestras appears more secure than in the past. "It still must prove it can survive in a national climate where other major symphonies have closed," he said. "The completion of capital projects such as the Theatre of Youth's Allendale Theatre and Buffalo Ensemble Theater's renovation of its theater space are difficult undertakings as these organizations continue to provide their regular quality programming," said Hamister. "Other organizations are seeking new locations to better serve the community and these ventures will provide new challenges and require additional assistance."

County Executive Gorski's reaction was polite but restrained.

"Because of state budget cuts, we're in the midst of putting together what is going to be a tough budget," he said. "However, historically we've been very supportive of the cultural community, and we will try to live up to that reputation once again this year."

The Cultural Resources Advisory Board, formed 11 years ago to weigh requests for county money, seeks to base its recommendations on quality, competence, accountability and responsiveness to past board suggestions. The board has met 36 times this year.
