Prevention Is Primary, a substance-abuse prevention program that focuses on grade- school children, will mark its 15th anniversary with a luncheon at 12:30 p.m. Oct. 24 in the Park Lane Restaurant, Delaware Avenue and Gates Circle.

Nicholas J. Mogavero Sr., director of health education for Buffalo Public Schools, will be honored. Among those introduced will be Rachel Soffin, a member of Class of 1983 who had participated in the program.

The program has provided drug-prevention curriculums and specialized services for more 90,000 youngsters in public and parochial schools, their parents and their teachers.

Tickets for the luncheon may be reserved by calling 884-3256. Deadline for registration is Monday.
